Planning is the process of designing a plan for completing an objective. It includes defining the condition, establishing objectives and establishing action plans to achieve these goals.

A well-planned program provides a apparent picture of how to approach the challenge available and what steps are necessary to resolve it. It also helps to reduce the uncertainties that often occur as a result of unanticipated events or changes in the environment.
